Albert Pacheco

Chief Executive Officer
Dr. Albert Pacheco, Ph.D. received his Bachelor of Science in Psychology and Master of Arts in Clinical Psychology from Seattle University. Dr. Pacheco received his doctorate in clinical psychology from the Pennsylvania State University. He has published several articles in the area existential psychology.

Dr. Pacheco comes with 20 plus years of senior executive experience within a not-for-profit FQHC setting working with populations that include frontier, migrant/ farm workers, homeless individuals, and other underserved populations. Dr. Pacheco has experience as both as a healthcare executive and direct service behavioral health provider.

Zachary Lambert

Chief Financial Officer
Zach Lambert is an accomplished healthcare finance executive with over a decade of specialized experience in FQHCs. He brings extensive expertise in financial strategy, regulatory compliance, reporting, and operational optimization within highly regulated State and Federal healthcare environments.

Zach earned his Bachelor’s degree in Accounting from the University of Southern California in 2014. He began his career as an Auditor specializing in FQHCs, gaining a deep understanding of the complex financial and compliance frameworks governing community health organizations. After two years in public accounting, Zach transitioned to the FQHC sector directly, joining one of his audit clients. Since then, he has advanced through progressively senior roles—from Financial Analyst to Manager, then Director, to his current position of Interim Chief Financial Officer at IBCC. In his current role, Zach provides strategic leadership across finance, revenue cycle management, and operations, driving fiscal sustainability and mission alignment for IBCC’s day to day operations. His work reflects a deep commitment to improving financial performance while supporting equitable, community-based care delivery.

Veronica Palomino, MD, MPH

Chief Medical Officer
Dr. Veronica Palomino is a board-certified physician in both Family and Preventive Medicine, serving as Chief Medical Officer at Imperial Beach Community Clinic. With over a decade of experience in community health, medical education, and clinical leadership, she is dedicated to advancing equitable, high-quality care for underserved populations.

Dr. Palomino earned her MD from UT Southwestern Medical Center and her MPH in Epidemiology from San Diego State University. She completed dual residencies in Family Medicine and Preventive Medicine, followed by a fellowship in Underserved Medicine at UC San Diego. Her career spans roles as a medical school and residency faculty member, health center director, and public health researcher.

Jason Harris, MBA, Six Sigma Black Belt

Chief Compliance Officer
Jason Harris is an accomplished healthcare leader with expertise in regulatory compliance, risk management, and quality improvement. As Chief Compliance Officer at Imperial Beach Community Clinic, he ensures operational excellence and adherence to healthcare standards while driving process efficiencies and performance improvements.

With an MBA in Business Management, a Bachelor’s in Healthcare Administration, and Six Sigma Black Belt certification, Jason leverages data-driven strategies to streamline workflows, mitigate risks, and foster a culture of continuous improvement. He is currently pursuing a Ph.D. in Organizational Leadership with a focus on Healthcare Services, further enhancing his ability to lead transformative initiatives.

Clarissa Damasco, DMD

Dental Director
Clarissa Damasco joined the Imperial Beach Community clinic in 2020. Clarissa has a background as a general dentist with extensive knowledge of dental procedures. She is able to work well with front office staff and back office dental assistants, cultivating an atmosphere of professionalism and teamwork. With compassion and competence, possesses the ability to put patients at ease while working efficiently to meet productivity expectations and clinical responsibilities.

Eric Wray

Human Resources Director
Eric Wray serves as the Director of Human Resources for Imperial Beach Community Clinic, providing day-to-day strategic and operational leadership on all people-related matters. Prior to joining IBCC, he served as Director of Human Resources for Old Republic, and held human resources leadership roles for Nan McKay and Securitas.

Eric is a dynamic, creative, and inspirational leader with a keen eye for business, technology, culture, and talent. A collaborative problem-solver and skilled communicator, he is passionate about inspiring collaboration and leading teams to achieve higher levels of success. He believes diversity of thought improves the lives of everyone, and uses his expertise in executive coaching, leadership development, talent, and change management to add value to the organizations he serves.

His Bachelor in Communications and more than twenty years of practical experience give him the resources needed to understand operations as a trusted business partner and driver of strategic growth.
