Constance Kirk, MHA
Chief Executive Officer
Constance Kirk has been the Chief Executive Officer of the Imperial Beach Community Clinic since 1990. She holds a Master’s Degree from The George Washington University in Washington, D.C. Under Ms. Kirk’s leadership, the Health Center more than quadrupled in program offerings, medical staff, employee staff and overall revenue, and has expanded to two clinic sites. She is currently on the Board of Managers of Integrated Health Partners; the clinic sponsored IPA (Independent Practice Association) of Health Center Partners of Southern California.
Eric J. Leute, MD
Medical Director
Dr. Eric J. Leute has served as Medical Director of Imperial Beach Community Clinic since March 2006. He has been board certified in Family Practice since 2004. Dr. Leute works closely with the local residency program and other community health centers. Under his guidance, the Imperial Beach Health Center added OB deliveries and hospital newborn care to its spectrum of care, and has expanded from one clinic site to two. He also serves on the Clinical Quality Committee of Integrated Health Partners.
Clinton Wiese
Chief Financial Officer Clinton Wiese joined the Imperial Beach Community clinic in 2019. He received his BSBA in Accounting from the University of Arizona in 1996. Mr. Wiese’s 24 years of experience within both the public and private sector, as well as working for both For Profit and Not for Profit entities, created the type of qualifications necessary to execute the CFO role within the Imperial Beach Community Clinic. Prior to his professional career Mr. Wiese was a hospital corpsman with the US Navy Reserve and worked as a Licensed Practical Nurse while attending college.
Leslie Carino, RN
Nursing Director
Leslie Carino has served as Nursing Director of Imperial Beach Community Clinic since 2012. She holds a Bachelor’s degree from Villanova University and has been a licensed RN (Registered Nurse) since 1999. Originally, Leslie came to the clinic in 2011 for the expansion of Nestor Community Health Center. She has been instrumental in launching electronic health records in 2012, achieving PCMH Level 3 in 2014, and supporting clinical flow to ensure the efficient operations of IBCC. She also offers intensive care, advance clinician and case management from the acute hospital setting.
